It's not "normal" but it's fairly common for seizure meds to not completely control all seizures. You need to bring this up with your neurologist and discuss if the meds need to be tweaked.
For instance, Zonegran was controlling our son's tonic-clonic seizures at a very low dose, but the brief tonic seizures persisted. We had to make some changes to the ketogenic diet, add in some supplements, increase his Zonegran, and wean him off the Diazepam and Keppra to see some results. (The process took about 5 months of trying out different things -- but now he's been completely seizure free for 3 months)
