On the 23rd my feet start gettin this tingling sensation in my feet and then it went up my legs to knees and it got to a point where I couldn't talk but I was still conscience through it all, my friend was on the phone was on the phone wit me at the time also and my husband was home also. I do have a question was do I do the next time it happens again?

Keep good notes on exactly what happened, including the duration, what you were doing at the time (were you sitting in a way that nerves in your feet or legs were being compressed, for example). Note any possible triggers you can think of.
Some seizure medications can cause parasthesias such as tingling.
Conditions such as peripheral neuropathy can cause random tingling.
I hate to say it, but inability to speak can be a fear response. Only you would know how the whole incident felt, of course, and if the tingling was causing you to feel afraid.
In the event it was a partial seizure: what does your neurologist suggest you do when you have a seizure? Mine, for example, just says to keep track unless it is a new type that recurs, but every neurologist is different.

Mom, I've had that exact same experience in hospital but mine was the other way round. I had like a waking seizure type thingy. I felt a ' whoosh' of tingles go down both legs at the same time and my legs were fidgeting. Both my arms stiffened out and my jaw was in a grimace. It was awful, more so because I was awake. I remember the Doctor made me focus on her and was trying to soothe me. Whether that worked or whether the seizure burnt itself out anyway, I don't know. I did post a question about this and another member said it was a type of partial seizure. Mine normally affect my face, anyway all know is, I don't want to go through that again. If it were me, my first stop would be the GP and I would contact my Neuro as well. I don't mean this in a bad way, but I am SO glad I found someone else who had something similar x
