Our neighbors have a small dog who they have tied with a chain that is about 10 feet long to their back porch. Every time they let it out it stays out and "yipps" (the type of high pitched bark that little dogs have). They generally leave it out for at least a half an hour, but usually longer, and all it does is yip.

One afternoon it was outside going crazy for close to 2 hours and I went over and asked them to let it inside, they did. Now within the last week it seems like they are letting it out every few hours and as I said, leave it out there and it just yipps away. The other night it was outside till 10:30. I was getting ready to call the cops when they let it in.

I've said things to them and so had my husband but they just don't seem to care.

I don't know if I should call the cops, the humane society or who else to get them to take care of the dog.

I really don't want to start a war between us and have the cops end up at my house because my husband plays drums. He doesn't have a band, just a drum set in the basement that he plays a few times a month. He'll paly for a few hours at a time. He plays in the afternoon or the evening. I know that it is loud and that they can hear him next door.

The difference in my opionion is the dog is an every day thing, severl times a day for hours. And as I said the drums are a few times a month thing.

Any ideas on help from anyone? Thanks
 
The best thing I can suggest is to check and see what your town has set for after dark hours. For example, my county has strict limits on quiet time. After 10pm at night no one is permitted to make any type of noise that would disturb neighbors because he or she can/will be fined and/or taken to jail pending on what was done.

Hope you can get this resolved.
