There definitely seems to be a significant link, though at 4% (of folks with MS), it's still a relatively low fraction of the MS population. The report says "One possible explanation is that an MS lesion acts as a focus of an epileptic seizure", which would make sense.

Interestingly, some folks with MS have found that marijuana and/or dietary approaches can help with slowing or treating MS symptoms. (I know some folks with MS).
